Install the (
http://tinyurl.com/yfqldhr) newest DirectX, the one on the game disc ancient.
DX can easily get corrupted. Reinstalling with the latest version often fixes it.

I just got this error whilst trying to play WaW MP myself, I had swapped out my video card (Geforce GTX275 for a 9800GT, the former is being RMA'ed for replacement). I solved it by rebooting. I'm using Vista x64 SP2, BTW.
Try reinstalling your graphics driver, making sure that you reboot.

Proper driver uninstallation and installation instructions:-
1. Download the newest driver from Nvidia.com.
1b. Download and install a driver cleaner, like (
http://www.guru3d.com/index.php?page=driversweeper) Driver Sweeper.
2. Uninstall your current driver from Control Panel->Add/remove programs (
Programs and Features in Vista)->Nvidia driver.
2. Boot into safe mode and run the driver cleaner (the appropriate option is Nvidia Display). Check the cleaner's log viewer to make sure that it did the job.
3. Reboot in safe mode again. Install the "new" driver.
4. Boot into normal Windows. Try running the games.
