There's plenty of grouse (and other such dim-witted gamebirds) hunting in the UK, which takes place on private moorland. After they've bred the grouse first.
However, hunting grouse seems to be about as difficult as taking penalties against a blind man in a fifty foot goal. So I'm not really sure what the skill element is.

I'm pretty sure the kind of hunting Cheney et. al. were doing use quail that are bred specifically for hunting. Which in my mind isn't any different than raising cattle for beef.
