After it was developed solely for PC, yes. Developing with consoles in mind tends to affect the game.

If that's the case then I don't see a problem. I might worry if I were a console owner as I am guessing console games can suffer from PC-centric development too, but I'm not, so I won't.

Really, really old news (like a year+), but just look at what they're doing with D3 and it's clear as day that it's absolutely not being designed for console as the lead platform. For one there's a snowball's chance in hell that Microsoft would let all of that Real Money Auction House malarkey and the like fly on Xbox Live; a 360 port would at least have to have the game's player-to-player economy significantly overhauled.
Character building is virtually completely tied to equipment, so almost everything is hot-swap/modular in nature to accommodate this design. This is to encourage the crafting and selling of items amongst players.

I've been playing the beta for a couple of days. The game seems okay, thought it's only the very beginning of the game so there's no real sense of danger yet. You really start to miss the skill/attribute point systems after a while. I can imagine characters will end up largely the same apart from what skill runes they are using. Then again, they were in D2 as well, with only an illusion of customization.
I like the wizard. Not having to carry a belt of mana potions around at all times makes being a caster a lot more fun for me. I haven't tried the other classes yet.

Could you elaborate on this point? That is, what is in place instead of a belt of mana potions? Did they go for a regenerating mana stat?

It's regenerating mana. IIRC Sorcerers have small mana pool that regens quick, Witch Doctor has a large one that regenerates slow, Barb's doesn't regenerate but you get "mana" for kills, Monk's regenerates normally, and the Hunter has two mana bars one of which regenerates normally and the other with kills.
Though they were saying they're still fiddling with mana system in the game.
