I encountered the same issue of the voices sounding very distorted and, after tinkering with the settings a bit, I found a solution:

Go into the DeusEx.ini file (c:\DeusEx\System\DeusEx.ini)
Scroll down (or just search) for [Galaxy.GalaxyAudioSubsystem]
Set UseDirectSound to False
Save & Close the file
Restart Game

Voila, my problem solved... and still using 3D hardware support, 44k and 16-bit on a laptop.
