The second quote is just a joke. The first one is on Area51 surface, at the ventilator shaft in the hangar. I don't think there is a time-based trigger or anything, just go near it. Can't remember exactly.

If you have the necessary jumping skills, you can hop onto the roof of the sniper tower & then onto the outside wall (careful not to jump outside it, although it's nice to see some strange parts of the map!). From here you can jump onto the top of the vent shaft & make your way down. That's when I heard this message from Bob P.
Also makes a nice vantage point to snipe the MIB/Commandos in the destroyed hangar, if you want to.
