Sorry for the confusion but is it a case of "We may risk martial law if the bill doesn´t pass" or "pass the bill or face martial law".
Because in the second case it´s clearly a mode of blackmail, plain and simple.

In all seriousness it seems to be of the "We may risk martial law if the bill doesn´t pass" variety, which is still quite bothersome since it's the scaremongering that is the issue here..until a bonafide declaration of martial law takes place anyhow.

From what I understand, the way Sherman phrased it "A few Members were even told that there would be martial law in America if we voted 'no.'" I had assumed that he meant blackmail. Now that I think about it I'm not sure, I guess there would be some kind of logic behind the idea of imposing martial law in the case of a panic should Wall Street collapse even further. I just kind of figured he meant someone in Washington was pretty much staring down the sights of the gun saying "do what I want or you don't get to decide if you want to do what I want." It's a pretty vague and fleeting reference in the context of the rest of his speech, leading me to think it wasn't a truly serious threat (though I'd imagine the homeside stationing of troops was meant to give credence to that threat, even if they weren't nearly enough to enforce a martial law.)

2. Tell everyone to find their own evidence to back it up (even though it's your statement).
3. When people challenge your statement, tell them they're missing the point (instead of actually coming up with a counter argument).
