Right off the bat, I want to state that I'm not available to be part of such a project but I do think it might be possible.
With the tools emerging to edit the Thief 3 content, I think it might be possible to make a build of T3Ed that could support making Deus Ex: IW inspired missions.
The Trigger scripts that are zipped up on the DX:IW CD's can be opened with the Thief 3 Trigger Script editor. Some conditions and actions are missing, rending some scripts useless but enough of them exist to carry on and make new ones.
If there is also a way to rig the Deus EX 3rd person models in place of the garrett model, you then could have Thief style body awareness.
It would definately be a lot of work, since you would need to extract all the DX:IW sounds and make schema's for them but I do believe it could be done in some form. Really, I think it's the only chance for saving DX:IW from oblivion.
It would take a dedicated team...but the tools are there. They just need to be altered in some way for DX:IW usage.

Sounds interesting, but I wonder if IW has garnered enough goodwill with the fans to make the endeavour viable.
Though I suppose some DX fans would want to do it just to be able to 'fix' some of the parts they felt were against the DX mythos (the same way Ultima 9 was 'corrected' by the fans).

That's what I'm thinking. I think T3Ed has enough going for it, especially since people have found ways to get the editor to now build even larger levels.
It would probably take at least 6 months to a year of solid work to get everything ported over to T3Ed...if indeed all the models can be ported over. Even if they can't right now I'm sure we will be able to in the not too distant future. It would be a great gift to the Deus Ex Modding community. I just hate to see them get the short end of the stick.

I'm just wondering if it would be worth it.
Some fans would probably love it, but again, not sure if it would be worth the effort.
It's like having an old car you'd like to fix up - it would look good if you just took care of the rust and gave it a new coat of paint, but even then the drive train would be messed up and it wouldn't run the way you'd like it to. You could fix even that, but then you'd have to make a new drive train from scratch, 'cause they don't make them any more. So for sentimental reasons you'd like to fix the car, but in the end, would it be worth it? To some it would, I guess. At least if the car was good once and is considered valuable in some way.
I'm thinking maybe you might as well make a new "Deus Ex" game or "FMs" using another engine, kinda like The Dark Mod for Thief. Spend that year or so making (the start of) that mod, instead of spending it creating the tools to 'fix' the original game using the original engine.
Of course - creating editing tools could open up the opportunity to make DX:IW FMs, which could end up great, but I don't know... The only plus I can see using the Iris(?) engine for that, would be that you could probably use the Deus Ex name and the names of the characters of the games in those FMs.

Yeah, that's what I was thinking and all the assets exist. They just need to be ported into T3Ed. Sounds shouldn't be a problem...just a lot of work to create the schema files and such.
Don't know about the models but I think they could probably be ported over with a bit of elbow grease as well. :) I think the end result just might be worth it.
