They're claiming that it's due to the languages included in each release, or some crap like that.
Interestingly, the European Commission on their 'Your Europe' website includes the following note:

My European law is a little rusty, but the freedom of goods and services between Member States would surely have to be examined here. This isn't a case where region pricing can be justified on the grounds of transport etc, this is a case where a citizen of the EU is buying a product from another Member State and is then prevented from using it because he is not a citizen of that Member State. Without digging into the precedents my first thought would be that I hope Squeenix have obtained legal opinion on this one, because they might need it.

Even though I'm not affected, I'm immeasurably tempted to cancel my pre-order and just buy it for £10 from Steam in a year or two.

As if this news wasn't bad enough already but leaving it until the last minute is utterly retarded. Nice fucking going Enix, it's a really good strategy to punish the people who actually buy your game. The piratebay is still open for region free pre-orders though gang!
Edit: Also does this mean that UK editions can't be used in Ireland?

On second thought (and a bit calmer), the EU will fuck them for this, and it is pretty likely they will have to issue a patch to fix it. Eventually.
