Well, he lives in DX2, but I think it was a bad decision. I understand it must be hard to
write a sequel to game with such a variable plot, but JCs realization that Paul is dead was one of the most intensive moments of the original DX. By ressurecting him, the developers have decided to completely ignore this sad moment. You could manage to save Paul from death, but most of the players didn't usually do it, and his rescue had no big point as Paul had no significant role in the game after that point (except his small talk in the MJ12 med lab and his final speech to JC instead of Savage).

And what purpose has Billie Addams in the story?
Since there was a heavy focus on her character in the intro fmv, i would expect her role must be very important.

she was also a clone of JC Denton. JC Needed the DNA of one of his clones to free him from his coma caused by merging with Helios (so she could have freed him if she wanted to).
Also, his hideout in Antarctica was only reachable via a teleport device configured to only allow JC DNA organic matter to pass through. Hence Billie Adams uses it in order to find JC and try to kill him.

[spoiler]Billie Adams is NOT a clone of JC. Only Alex Denton is (if you remember from DX1, you get to see Alex in his/her tube.
Remember, Adams, Sparks and Leo are all experiments on humans to adjust their DNA to accept biomodification, to turn them into "clones" -- but only Alex is a true clone.[/spoiler]
