It's only available if you got the Tactical Pack DLC or the season pass. I'm not sure I want to stump up for DLC that includes single-use items, I've already got a bunch of them because I got the Collector's Edition (and feeling a bit peeved that it doesn't include the season pass, considering the cost).
Oh, I was not aware of that! I guess that's why it seems a bit over-the-top, the amount of crafting parts you can get with the Aug.

Some guy playing Deus Ex:Human Revolution, I think on this forum, went back and forth selling every single weapon in the gang territory (keeping in mind that they're mostly armed with machine pistols and you cannot carry more than one, and the nearest store is in another zone), then complained that DX:HR has too much money available...
...Deus Ex 1 didn't let you sell anything.

I honestly had no idea that that aug and the Chaff one were from the season pass. TBH I had basically every aug I wanted immediately after visiting the bookstore so I only ended up with that one because I didn't know what else to go for. Once you have every "gain access to new stuff" aug everything else is basically QoL stuff.

Enjoying it so far, the environments are very nicely designed and the mechanics are decent, with Give Me Convenience or Give Me Deus Ex or whatever the fucking pompous hard-normal difficulty setting is called providing a satisfying challenge. The augism thing really sucks though. It would make so much more sense to do it the other way around? With normals confined to the ghetto because they can't compete with hyper whiz-bang roboarms, and jensen constantly being pushed by his supers to view them as inferior beings on the verge of replacement? It would also give anti-aug sentiment a much sounder and more easily-reinforced basis. At the moment it just seems like the people who made it really aren't as smart as they seem to think.
BUT it is a good game in which you can sneak around lovely locations rifling through drawers and hacking stuff. Thumb is up.

Is there any reason the augmented people couldn't go back to just regular prosthetics? It it a right to bear arms issue or something?

The premise is silly, but how do you follow 'the incident'? HR had an idiotic ending and they had to deal with it somehow. Augs suppressing naturals wouldn't have fit, despite making far more sense.
I wouldnt have minded if they basically ignored the incident, though. Seeing as they invalidated the rest of HR's endings, it wouldnt have seemed too crazy if they'd pulled something to make it so the impact of that was much less than Adam thought.

DX:HR featured a fair amount of "naturals" being pressured to aug up (usually for work).

Even though I haven't played this yet (but will soon), I've caught wind that the level design is nice, yet the story is weak.
As a reminder, please use spoiler tags when appropriate...Thanks.

Trust me, no one has spoiled anything. There's basically no story to spoil, as is...
