It is absolutely a game.
It's a game like that thing you play when you're a kid: you each make up a lines of a story and take it in turns until you're done.

Except you don't do anything like that.
There are no real game play elements in this. There is no challenge really (you might drown or fall). It's an interactive (and I use that in the loosest sense) audio book, and the book is an abstract short story.
It's also pretty wonderful.
