Where is the corpse of the dead tax collector? I know it is on the road to Hla Oad and Seyda Neen. But where? Is it near the 1st cavern you see from Seyda Neen to Hla Oad? Is it near Yasamsi (a cavern), near Hla Oad? Or is it near the 1st, 2nd, or 3rd set of signs walking from Seyda Neen to Hla Oad?

The body isn't really on the road. It's close to Seyda Neen too. As soon as you cross the second bridge (the tiny one) outside of Seyda Neen, turn left. Go straight as far as you can. You'll come to a large tree and beyond it a small neck of land sticking out into the water. The body is there, near another tree. (This is from memory, so it might not be perfect. If you still can't find it, let me know.)

I think all you need to do is take the gold off of him and return it to the guy in the concise office in seyda neen, there might be more stuff on him you might need to bring with you but im not sure.

I think you need to take the scroll with the tax records as well. I think it has to be in your possession in order to trigger the correct response when you report his murder.
