The problem is that you cannot just turn off bumpmaps and expect the textures to look as good as games that don't use bumpmaps. If a texture is designed to use a bumpmap it will typically look very poor without it, because information about height that would otherwise be drawn into the diffusemap is moved into the bumpmap.
For example, I have a "moss-covered brick" texture in D3 where the diffusemap has no divisions between the bricks whatsoever - this information is in the normal map. Turning off the bumpmaps makes the texture look like flat patches of colour.
Komag - I was not aware that the low quality mode of D3 turned off normal maps, I thought it just downscaled and compressed them more than other modes.

It might not be the basic "low" setting, but some hacking the ini's or something. I've seen the nasty screenshots, never tried it myself though.

Ah, I see. Thanks for that explanation. Well, I guess I'll just have to stick to low screen resolution to make up for the framerate. Maybe if I turn on my vid card's antialiasing and whatnot it'll still look good.
By-the-by, did anyone else notice, or is it just me... the video in this game seems kinda...I don't know how to explain it...brownish? Washed out? Colors aren't as vivid as they should be, and the game seems to
want to look like sepia-tones or something. I dunno...it just doesn't look right to me.

In-game? I thought it was more blue, myself. Lots of nasty fancy blue glow effects all over the place.
...though I guess the actual environments were pretty grey/brown, yeah.

I read somewhere in the forums that T3 doesn't have a true black. I guess it's more of a dark blue. On the other hand has anyone calibrated their monitors? Here's a link for the best visual system for gamma adjusting:

You're probably referring to r_skipbump. It's not really a performance setting though, it's used for debugging textures (I guess it might improve performance on really low graphics cards though).
The blue lighting in TDS is a feature of the level design. You can use whatever colour you want for your fill-in lights, but the "moonlight" was favoured by null (as I recall from one of his introductory posts). However, for some reason the "Brightness" control does not adjust gamma, it just increases the brightness of all colours and produces a very washed-out effect.
