i know there is a dark elf city near the 1st town but they only gave me limited access because of my race, redguard, maybe you should check it out , if i can remember right it's north east of start

I don't believe the Dark Brotherhood are active in Vvardenfell... Even if they're there, you can't join them.

There's an Assaisins guild in Balmora. It's not hte Camora Tong that is warring with the Thieves Guild, but another Tong Group. I believe they are in the North West of town.

I'w done a quest for the morag thong asking for the dark brotherhood so they are in the game but I dont know if u can join them...

maybe
a guy in Vivec told me several things bout them... u have to bribe him and he tells you where to meet some guy from the dark brotherhood. If you meet him, he asks you some question, about if you want someone killed, or if u just want information.
i didnt have anyone killed, but it was a cool conversation and i think if you search you may be able to interact with them more, and possibly join

The Dark Brotherhood are not an existing faction in Morrowind, there is nothing to join.

As has been said, there is no "Dark Brotherhood" in Morrowind. However, there is another organization you can join named "Morag Tong". Here is some info on them for you from "Morrowind Prophecies":
Morag Tong
The Morag Tong is an assassins guild sanctioned by the Empire to provide three variations of execution: public execution, private execution, and House Wars execution. Constrained by ancient traditions and rigid codes of conduct, the Morag Tong only recruits candidates of proven skill and honour. Morag Tong only accepts legally approved contracts called 'writs', but rumour hunts at the execution of secret extralegal 'grey writs.' The Morag Tong is the sword enemy of the Dark Brotherhood.
(You'll later find out that the Dark Brotherhood split with them a few centuries ago.
