So the thieves guild said Dar Jee (In Leyawjjn) is a fence. I walk up to him, HE says he's a fence. But there is no haggle button, just a persuade one, and I persuaded him as much as I could. How do I get him to buy stuff?

Do you have high a high enough rank? Could be dependant of the time too, some people dont offer services past business hours.

fences can be unreliable for selling. You just need to find out when they are 'in busines' and need to be at that point of selling to them.
