Short of rumbles, the laser pistols are effective against anything. You can even kill rumblers fairly easily, it just takes a lot of shots (a fully modded laser pistol's entire charge with 4-5 levels of maint). As long as you carry enough of the pistols with you, laser pistols can very well be your primary choice of weapon...

Meh, it's quicker and easier to just swing the Shard or Wrench a few times. :D

organics: Assult Rifle with Anti-Personel or standard rounds
Cybernetic/robotic: EMP rifle
Backup: Pistol with standard rounds.
A quick weapon swap and you can take out anything. Standard bullets don't make as much dent as using the right type but are cheap and pretty plentifull so blast away! Of course there is always the shotgun, ammos pretty much infinate with all the hybrids around. Of course you really need a good repair skill for this as you'll break a lot of weapons!
