[SPOILER]The TES IV CS will have many new features. It makes the current CS look like nothing more than a baby's toy. Some features include:
NPC's will be given an age. When changed, their features will also change.
They will also have schedules which they will 'live' by. I assume you can also change the schedules of an NPC.
A set of parameters can be given to automatically create a world inside a cell. It will place plants, rocks and beasties for you.
There will (apparently) be only free-flowing conversations, nothing at all like the text-driven conversation in Morrowind. I can't even script dialogues as they are!

The time schedule seems cool. Especially if they build in some sort of AI that makes it easy to set a time schedule.
Something like: "findWork("farming"), findPub("Tassel's Tavern"), findBed(Tassel's Inn Room 4") etc.
I loved that about some RPGs, time schedules for the npcs.

Gothic. And Gothic 2. Schedules were one of the reasons they have been the most immersive RPGs made to date.
I read on a MW trivia sheet somewhere that there were 3244 NPCs. The 1000 npc level of Oblivion is a bit of a worry. It suggests that the game world will be about a third the size of MWs. And if it is going to be more 'lively' - ie less sparsely populated than MW, which it needs to be, it may well be quite a bit smaller....
