They are Chinese characters, although blurred. I'm pretty positive they're Chinese phrases (not, e.g., Japanese; it's in Hong Kong after all), because I don't recognize their combinations at all (having studied Japanese which uses the same Chinese characters, but not using these combinations).
So I can't exactly read them as put together, but from what I can tell:
Let's see, assuming they are read top-down (not left-right), on the right side there's: "house", "5", "??", "school" ... looks like the name of a university or school, or maybe research institution is my guess.
On the left side: "slavery", "economy", "work/labor?" (apparently a Chinese charcter only, so can't be sure, it just reminds me of this), "???", this last one is confusing for me and is really blurred. Even putting aside the ?'s here, I'm a loss for what the left side is trying to say, but you sort of get the idea about what's going on ... dark sneaky stuff that generally fits the DX mood.
So there you go. Get a Chinese speaker or Google to do more justice to it than I'm able to. It's interesting to see it here; I never noticed it when I played, although I wasn't studying Chinese characters then.

They could well be the characters for the VersaLife motto/mantra, which you find cycling in the computer labs: Respect, Trust, Obey, Duty, Honour, Loyalty.
