Right, I... acquired... this glass dagger (valued at 4000) from a foolish mage's bedroom in the Telvanni compound of Vivec. However, when I try to sell it to the Creeper, he only offers me 26 for it! Why is this happening?

It probably is damaged and needs repair. Get some armorers hammers and repair it yourself or take it to a smith for repair. After it is repaired he should pay full price.

How high is your merchantile skill? True, the repair status of the dagger is probably factoring more into it than anything, but it has been theorized that due to a bug, merchantile skill actually works IN REVERSE in the game. That is, the higher your merchantile, the lower the price they'll offer you. This will presumably be fixed with a patch.
However, for such a huge discrepancy, it's probably just in need of repair. The Nord across the street from the Orc/Creeper house is the closest weaponsmith.

The creeper doesn't care about your merchantile skill at all :) Unless you annoyed him somehow.

Yes the creeper always pays "full" price in buying or selling. Merchantile skill does not come into play with him. The only thing it could be is that it is damaged.

I thought merchantile had nothing to do with a shopkeeper's offer unless you actually used it (i.e., clicked the little plus & minus signs for bargaining).

No it will affect their opening price to you as well as your reputation and alignment factions. Merchantile skill will affect more the amount you can raise the barter amount without them telling you to get lost.

The creeper is the only one I've found that offers full price for stuff -- mostly weapons. I have noticed that the price for other vendors has dropped once my merchantile has gone up. :(

The creeper is technically not an npc, it's a creature with dialogue option turned on. Merchantile skill, disposition, and other aspects of item pricing only affect npc's... that's why creeper buys at full price. I think most glass daggers you find within the game will have 4/200 condition. I've bought a few items within the game worth alot, but only sold for like 26g.

Seems rather strange that, for 326gp worth of damage, the value is docked to less than 1% of it's worth - but hey, in a world where glass makes great armour and weaponry, ebony is mined and jumping into deep water from 3 feet above it hurts you, it makes about as much sense as anything else.
