It's probably a mod that introduced some sort of changed/new files (models, textures, sounds, etc) to the game, and the game is trying to deal with a bad one in that area.
Since you're not running very many mods, just try disabling all of them and see if the problem goes away, then turn them back on one at a time until the problem returns to find out which one is acting up. If the problem doesn't go away, you may also have to remove some custom files from the subfolders inside Oblivion's Data folder.

The most likely culprit is the More Sky Climates mod. The others I think I've had installed or have installed right now and never had a problem.

Actually, I do think otherwise. I think the Tamriel Rebuilt is guilty! Or did the butler do it?!
Okay, but since I had the other mod installed (the Oblivion Enhanced, I never joined the Blades, got Martin in the Blades Castle thingie, and I never even got near that castle. But I can't really know ;)
