It's a classic British compromise. The pro-censorship types are happy, because the wording has been altered and the anti-censorship types can think "hee hee, it's still just as violent - suckers!" Both parties can convince themselves that they've won (which, obviously, is always more important than the issue itself).
Unfortunately, the side-effect is that the change then seems utterly pointless and makes everyone involved look silly.
The films were still NINJAFIED though, so I don't know how that happened. Either someone realised the whole thing was stupid, or the certification kept everyone happy (whatever it was .. I have a suspicion it might have been a "12").
