Because "being there for the citizens" doesn't always equate to a good result.
For example, most of us agree that the state should provide a public education service for the citizens. In the US, this public education is completely worthless, with one of the worst performing school systems in the world. In Germany, the government has decided that this means you can not homeschool your kids. If you do, you can be put in jail.

Rest assured a government option will never pass, that's all that really matters in the end, it doesn't matter what you think because the truth is the government can't even come close to comparing to the level of service private industry can provide in any market.
