1) I have Construction contract and i dont know how to use it. It says i can build a village and hire "men-at-arms" Anyway how how do i use this and hire people if i can?
2)How do i enchant something so that it has a constant effect?

1) You don't 'use' it per se, when you are at a certain point in any of the Great Houses, you will be told to go get the Construction Contract. Get it and return to the person that asked you to get one. They will tell you what to do to hire people. It takes a while for each 'stage' of the stronghold to finish. At which point, your journal will be updated.
