How do I make a constant effect item? I thought I just needed a Grand Soul Gem and a powerful soul (golden saint and friends) to make one... but when I go to the enchanter person, it always gives me an item with charges (400 with Azura's Star with Golden Saint, 300 charges from a Winged Twilight in a Grand Soul Gem).
Please anyone know what's up? Am I doing it wrong or something? Or does the soul have to be even MORE powerful?

Winged Twilights aren't high enough. You need either a Golden Saint (which you have :)) or an Ascended Sleeper. But I would assume you have tried with the golden saint soul, so you may heve missed a button on the enchanting window. When you make the item, there is a button in the lower left area that you have to click to change the enchant type. Just click it till it says 'constant effect' :)

You don't need an exquisite item, you can enchant a constant on any item with enough enchant points, i.e. armor and weapons. Many prefer 'cast on strike' for weapons, but constant effect fortify strength or fortify attack are good too. :)

I thought an exquisite item was necessary
btw, do you know where I can get a fortify attack/health/magicka spell
or maybe other distinctive spells? :)

The Telvanni wizards and Temple members often have some nice spells, but many of them don't sell to non-members. There are scattered mage's guild members that have a good spell or two, and there is a wizard in Dirty Muriel's Cornerclub in Sadrith Mora that sells two very nice attack spells God's Frost and God's Fire, I believe. :)
Also try the sorcerer and the mage in the waistworks of the Telvanni canton in Vivec. I recall them having some nice spells.
