Go back to Paul and if the option is given, tell him you won't send the message. Otherwise just say 'bye and leave.
That was part of the walkthrough on the site. Is it possible to NOT send the distress code?!

There may be an option to say you won't, but I'm pretty sure you get stuck at that point in the game if you actually refuse to do it. Sending the signal is basically the point at which the game forces you to abandon UNATCO if you haven't already.

A lot of the tricks on that site are dependant upon a specific patch version. I'm guessing that at some point in development, possibly a beta, there was an option to not send the signal. However, since the IT-HE guy hasn't mentioned being privy to any prerelease goodies, this is unlikely. Just a thought.

In my current "screw with things" playthrough, I did the following as my playthrough of Hong Kong area so far:
1) Upon entering Wan Chai, immediately nab the sword from Maggie Chow's apartment.
2) Show it to Max Chen on top of the tower in Wan Chai marketplace (the one in the corner, on top of which he inexplicably stands). This starts the raid in the Lucky Money, which is fortunate since we aren't there.
3) Do the first VersaLife mission for Tracer Tong, getting the DTS ROM data that he needs, being sure to leave the place with all the guys down there still friendly, since I never set off the alarms (even the scripted event one). Regular VersaLife office people still hate me, but I sneak past them.
Sidenote: I managed to initiate the "meeting" conversation with Maggie Chow when she was in the corridor speaking with Bob Page. You know, the one where she gives you the police station basement code. Awesome.
4) Talk about the Triad truce, and go to the Lucky Money for drinks with Max and Gordon, hoping that the raid is actually happening, and that I can basically pop in while/after everyone is being slaughtered.
Unfortunately, the raid completely fails to happen. The commandos are not, and never were, there. Some people act as if the raid did happen, such as the escort chick (who, like usual, thinks I paid for her after the raid), the sailors, and a couple of the Red Arrow members sitting down, as well as some patrons. Pretty much most people except for Max Chen's bodyguards in his office, who act like I've never spoken to him.
I decided to instigate a fight anyway, and managed to get Max Chen and Gordon Quick into a fight with the Eddie Ways, who lost, considering Max Chen is invincible. For some reason, the mallcops carry swords.
