The hacking would be a lot better if you had to reach a successful or failed state before being able to turn the terminals off. I almost wonder if that was what they intended and allowing infinite hacks was just an oversight.

I doubt it was an oversight, since they tell you how to do it in the manual. Besides, it goes nicely with the so-easy-it's-pointless lockpicking minigame.
You know what might be fun? If the lockpicking and hacking games didn't stop time while you were doing them to add some tension to the game, similar to lockpicking in the Thief games. That way you could get caught more easily when you try to break into other people's things, or get attacked if you take too long while attempting them in a dangerous situation.

But then it wouldn't be enough like oblivion.

Or it wouldn't be like a 2008 game.

Computer hacking's not easy. With a ten character code it takes me quite a while; most of the time I just pick random words until I get it or else give up.
lockpicking... well, it's one of the worst aspects of the game. I hate it.

Hacking is easy as hell. Pretty much once you've reached a high enough science score to access a machine you can crack it without much effort. There are very very few times that I even had more than 3 choices left before I had to start selecting a passcode.

Computer hacking is just a logic game. Once you've got the process down it's just a matter plugging in or skipping various words until you either get it, or have to exit & start over. Or you can just make 3 random guesses, exit, start over, repeat until you get it through pure luck. With a high Science skill it's actually quicker to do the random guessing when you hack low difficulty terminals, since there's fewer words to tangle with.

Or you can just click on all the enclosed brackets, which usually eliminates enough choices that it's literally impossible to fail, even if you wildly guess.

I find that's actually
more work, as the brackets are harder to pick out.
Not liking the power-off (or save/reload) aspects, I wouldn't start clicking brackets until I was down to my last guess. One of the brackets will give you your tries back.
