Hello maga I have been playing all the Thief games and FM's on Win 11 for over a year now with no problems. The loader I use is Angeloader.

I have another install that uses Fmselect and it works just fine. I just prefer the options that Angeloader gives you.

I also have Windows 11.
I ´ve always used fmsel without a problem.
