It seems my Cloak isn't working, can even go to Behindview 1 and he's defiantly NOT cloaked. I thought maybe a mod or hack had broken it, so did a fresh install and still not working. In case it matters I used GotY edition to install.

Is this your only indication of whether or not it's working? Because you don't actually change appearance when cloaked in vanilla DX. After all, you're in first-person mode the whole time, so never see your player model, and augs auto-deactivate in third person conversations.
Try running up to someone with cloak active and see if they go "WHAT WAS THAT??" from your footsteps, but still fail to actually spot you. Or, hell, crouchwalk right in front of an enemy.

Thanks for the reply DDL sorry I wasn't clear.
The reason I checked in 3rd person was it wasn't working. E.g. had Cloak and Silent active tried to walk past a NSF in the Ton to free the two hostages on the first visit to Hells Kitchen. They see me clearly.
I tried a fresh install, GotY edition, currently using only Shifter and Deus Ex Fixer (for all the resolution and GUI issues).

Hrm...dunno if shifter does anything to cloak. You could always try it without shifter installed, just to pin that down as a source of error. Also, remember that run silent doesn't actually make you silent till level 4: at lower levels it simply decreases footstep sound. (sorry if I'm being patronising, btw :))
Of course it could also be something weird, like if they're given orders to attack you, then often the game will make 'em straight up attack you, bypassing the usual visibility checks. Having looked, though, it seems like they only get their alliances altered by triggers, but that WILL make them hostile to the hostages, so if that's what's happening (i.e. you walk up, they go "OMG WUT" and kill the hostages) then that's not a cloak malfunction, it's crappy map design: you walk into an alliance trigger that sets it off. Looking at the map, there's a trigger down the corridor leading to paul's room and the broken lift, and there's a trigger just through the door at the top of the stairs, but there's no trigger from the other corridor, so if you can cloak/silent your way up the stairs, hop over to the balcony on your right, and sneak round, you should be able to take one down without setting them off.

Yeah, the fresh install was checking to see if Shifter had changed it, but afai could tell Shifter didn't change anything as I was getting the same situation.
I crouched, Cloaked and Silenced,then tried to sneak by the first NSF guy to get to the one near the man, so it's just scripted crappy map then.
Btw, I did expect to see the Transparent skin on the J.C. the same one Anna uses if you fight her on the Airliner. Her's never fails it's always active, even when she fires a gun, iirc.
