"War of factions" will be totally optional, player will be able to not participate in it.

I suggest reading this thread or the news posts, clear sky will definitely be more militaristic in that you can join a faction and lead it to victory. I think that minigun will come in handy in those situations :)
Oh, that's not what I meant. I mean, for a Zone, the "Ecological Disaster" full of ruins, rust, radioactivity and mutants, the inhabitants deploy some damn futuristic weaponry(G36, M300, L85A2, etc.). And now miniguns. I hope you'll need an artifact to carry and fire those at least...

Should we expect a lot of recoil when using miniguns?

well, judging from SOC's gunplay, yesssss
(and btw, SOC was set in the future, so Clear Sky will be as well, only in the more near future)

Well, it's 2008 already and AK47 still reigns supreme among all unprofessional combatants, that's how it is...

I doubt it. If the minigun is too powerful & heavy to be handheld, an artifact or two could give you that possibility, but making it a requirement to use it at all doesn't make sense to me. These monsters can be mounted ya know.

That pic looks like it's inside one of those military deployment canisters (hence the RPG also). Dunno what that means for the plot though

as I see it this is a bombed out, ruined airplane corpus, used as a defense point by one of the factions neart the powerplant. so it's fitting to the things we know about Clear Sky.

I prefer to think that the minigun just happens to be in that image, but you won't be able to use one in the game. It just doesn't fit with the Stalker world.
