OK I have created a few chars to see what appeals to me and one of them is one that I created which is a very good warrior with a bit of stealth in it (security etc).
Is it just me or do created chars take forever to level?
The manual says you get one lev for every 10 skill ups but I am not seeing anything like that.

Really, levels don't mean much after you've maxed out all your attributes and are able to complete Caius's quests without running into a level problem. AFAIK, the only thing that levelling up affects after this point is the amount of health you have.

To cut the crap, the easiest way to manage your level ups is thus: (NOTE: I used v1.2 and above)
Rules:
1: You gain a level when you gain 10 level increases in Major/Minor skills. Misc. skills do not count toward that 10.
2: The attribute modifer gained upon level up depends upon the number of skills governed by that attribute raised. The modifer can be calculated like this: Each skill raised (Major/Minor/Misc - it does not matter) adds 0.5 to the modifer; so increases in Ten 'strength skills' are needed to get a x5 modifer for Strength.
3: When you raise a skill, it's governing attribute receives a x2 modifer by default; but you will need to raise another 5 of that attribute's skills before the modifer raises to x3.
How to get lots of x5 modifers:
1: Grab a piece of paper and write down all the Attributes and their governed skills underneath. Like this:
Strength:
Acrobatics
Axe
Blunt Weapon
Armorer
Long Blade
Agility:
Block
Light Armour
Marksman
Sneak
...and so on
This is to keep track of what skills are being raised. Put a big dot beside your Major/Minor skills, just so you remember which ones they are. Every time you get a skills increase, put a (pencil, so you can rub it out after each level up) tally mark beside that skill, and one tally mark beside the attribute (So you know when you've got the ten increases to get that x5 modifier).
2: Don't worry at all about what skills are being raised while you're using them (except for one point I'll make later, see 3 in Notes). Just go off adventuring and keep a tally of what goes up. When you do get a level up, grab the piece of paper and head off to a big town (Balmora, preferably - as it contains lots and lots of trainers). Have a looksie at what your attributes are at, and pick the ones you wish to raise this level-up (ie: the three you want increased by five).
3: Once you're determined the above, see how many modifier points the attribute is at (remember, 0.5 for every governed skill increase). Now work out how many more you need (eg: you want strength x5; four strength skills have gone up, you need 3 more points - or six more skill increases).
4: Now look at the skills you have as miscs in that attribute - these will be the ones you are going to raise. Decide which ones of these you would like to get up a bit (it probably doesn't matter as they are usually miscs for a reason). Now go to a trainer who teaches that skill, and continually raise it (remembering to tally it on your piece of paper). Raise a combination of misc skills to keep the training cost down (unless you want that skill), and when you have 10 skill increases from that attribute, you'll get the x5 modifier.
5: Repeat the process from step 3 for every attribute you wish to raise. Don't rest (ie: level-up) until you've upped the modifier for ALL the attributes you want.
6: Rest when you're done, and shabang - you've got x5 modifiers spilling out of your ears.
NOTES:
1: This information may not be correct for versions under 1.2. Differences may include
- One Misc skill may contribute no more than 2 points toward the modifer (ie: raising one particular misc skill more than four times to jack the modifier will not work. It caps at four. The skill still increases, but it doesn't add any more to the modifier).
- Training misc skills will not add the modifer (ie: they must be obtained through use, not books or trainers)
2: (THE BIG ONE) DO NOT raise Major/Minor skills any more after gaining a level-up. What happens is that they count toward the modifier THIS level, but count toward the 10 skill increases for your next level-up (but not it's modifiers). Just avoid doing it.
3: If you have ALL the skills from one attribute as Major/Minor (as I did for Agility, with my thief), you will have trouble getting the modifier increase for it (as you can't jack it up with misc skill, as there are none). This means that to get the x5 modifier for that skill, you will need the whole 10Maj/Min skill increases for the level-up to come from that attribute. This can be a problem as when you're off doing things, this probably won't happen. You will need (if you want that attribute raised) to 'power-level' that level-up (ie: just get the 10 increases from trainers, so there is no interferance; and get the other attributes you want raised entirely from Misc skills - also from trainers). This is not as hard as it sounds - I do it regularly for Agility.
