The difference is, unfortunately, pretty fundamental. NTSC has a different frame rate, a different frame size, a different field order and a different pixel aspect ratio (and more besides). Converting it to PAL and vice versa is about the worst conversion imaginable. A Japanese TV show, particularly an animation, would have been finished with that in mind (that is; NTSC) from very early in the process. To make a proper PAL territory release they would have to go back to some gigantic 60 frame intermediate (assuming it exists) and adjust the whole show accordingly. I wouldn't be surprised if studios don't keep things from that far back in the process very often. It would effectively be a re-master job anyway. Not worth it for every small show.
This isn't to say that good transfers are impossible. Just that perfect ones are unlikely to ever be done.

Blu-Ray HD: 1080p24 (potentially 1080i60, but someone's fucked up if so) no matter the territory. DVD SD: 480p60 NTSC, 576i50 (iirc) PAL.
So yeah, changing resolution fixes the framerate, provided the HD's are mastered from a proper source.

It's devastating to read. His mother's words... Makes me hope I outlive my parents. But it's also strangely comforting that despite death coming so early for him he managed to leave rather calm and gracefully.

Didn't catch this before - Aero, the PS3 will upscale whatever video you're playing to the current resolution it's displaying at, provided that the content isn't copy-protected and isn't being played over component video. Decrypted DVD files off USB drives upscale pretty well.
As for the OP -- sad to see the man go, but I wasn't very fond of Paprika, which was the only thing of Satoshi Kon's I'd seen until this thread. I'm slowly going through Paranoia Agent though because of this thread, and it's been unwaveringly brilliant so far.
It's sad to realise that yet another spark of life has gone dark and silent in the night.

Thanks much! Despite the transfer issues, I'm excited to get it - it will at least hold me over for the day when it's re-released stateside. Which may be in the age of globalized digital distribution. Who knows.
