Wow, I really hate you guys now. Yeah, I'm back in the states.
Basically what happened is that whoever distributed it in the USA shut down their American arm, and when someone else bought their catalog titles they either didn't buy Paranoia Agent or opted not to re-print it.
Sadly, I lack a region-free DVD player, and I'm not sure Amazon UK will even ship DVDs to the USA.
Meanwhile, the single new copy on Amazon has an asking price of $250. I guess I should have bought it when it was going for $70. I still have faith/hope that it will be available again someday.
Edit: Maybe my hope is misplaced. Apparently no one ever bought the rights from Geneon when it shut down, so literally no one is capable of distributing it unless they go out of their way to buy the rights for it from a semi-defunct company.

You probably know all of this already, but most DVD players can be set to code-free by entering a code on the remote control (in some cases requiring one of those One-In-All remotes, mind you). It's probably worth checking this out if you haven't already done so.

It's certainly worth a try. He might run into another problem though. The US is one of the only places where single format, NTSC only DVD players were common. That might have changed these days though
