All right, I have this strange problem. Whenever I watch a cinematic on Oblivion, it always freezes for 2 seconds, starts playing for 2 seconds, then freezes for 2 seconds, and so on and so forth. And furthermore, the main menu lags quite a bit. But when I start playing the game, it runs like a charm! (I'm running on Medium Quality). Any way to fix the choppy video and laggy menu?
Here are my specs:
OS: Windows XP Professional
Processor: AMD Sempron 3300+, MMX, 3DNow!, SSE3, ~2.0GHz
RAM: 2046 MB
Video Card: NVIDIA GeForce 6600
Sound Card: Vinyl AC'97 Audio (WAVE)
P.S. I need this problem fixed because I'm having the exact same problem with Unreal Tournament 3, and those cinematics are important!

Make sure you have the latest drivers for your video card. But also make sure you have the latest sound card drivers as well.

That's what I have. I just reformatted my computer (Don't worry, everything that was on there I have on backup) and it's doing the same exact thing!

You know I've had similar problems with vids but also music files (still not fixed, just don't play Oblivion that often anymore)... updated video&sound drivers, also followed many other instructions given at official forums, like, for sound issue, editing .ini files ('bDSoundHWAcceleration=0' instead of 'bDSoundHWAcceleration=1') etc. But still the only option for me is to play with music off.
Have same problem in Morrowind.
It seems I don't have similar issues with any other game that is not Bethesda's.
Had about your configuration, upgraded to GTA 9800 recently, but it did nothing to solve the sound problem :(, although I don't have any issues with video files now.
Pity, the ingame music is great and I just play it via WMP when i play the game, but it's different as it doesn't change with the zone change :(

You could try going to the Direct X Diag tool and changing the Acceleration down a notch and try it. If that doesn't work, keep putting it down a notch till it's off.

I have Oblivion uninstalled right now, but I'll try that next time I decide to install. It just might work!
