You have too rest to level up. 10 major or minor skill points to level..not misc. If you drag the mouse pointer over the level in your pop up menu it'll tell you how close you are to next level

as tuco pointed out. there is no built in max lvl for characters. but with the use of a little arithmetic anyone can calculate what their max lvl will be.
understanding that you only gain a lvl when you advance ten of your major and/or minor skills, and that your skills are maxed at 100, you can subtract your current skills from 100 and then divide that number by ten to see how many more lvls you can gain. then just add that to your current lvl and you will have your max lvl.
if you wanted to maximize your ability to gain lvls you should pick all major and minor skills that your base character class gets no bonus' in. thus allowing you to gain more lvls. instead choose other skills that will improve your needed attributes. IE if you chose to play a redgaurd instead of majoring/minoring in heavy or medium armor you could major/minor in Spear. Redgaurs get no bonus' in spear allowing you to lvl higher and the spear skill still allows you to improve your endurance. instead of majoring/minoring in short blade major/ minor in hand to hand. No starting bonus allows you more lvls and hand to hand improves your speed just like short blade.

Chesspiece_face is technically correct about the level cap being extended for "atypical" class/race types. However, even though such a character may be able to reach a higher level than any other character, the skills and abilities of the character will be far inferior to a "typical" class/race type. For example, a Redguard that opts to be a mage WILL achieve a higher level than he would as a Knight or Warrior. But, a Breton or (shiver) "High" Elf mage would be much more effective at a much lower level, thanks to innate racial bonuses. So, I guess it all depends upon how you want to play the game and what matters most to you, personally. ;)

Just a thought, unless doing so also drops your level you could always go to jail a few times to lower stats/skills, no? (I haven't tried this)

well i never said it would be the best idea. but since the conversation was on "max lvl" heheh. it would still be an interesting endevor. if you had the time and patience.
