I don´t like to pay a call if I only reach the voice mail, i.e. when the mobile is turned off. Especially if the call wasn´t important enough to leave a message on voice mail.
I have mine turned off too. If it´s important enough people can call again.

Heh, my mum would usually leave me voice messages telling me she'd call back in 5 minutes, but wouldn't actually mention what she wanted to talk about. :D

Everyone with a cell phone has voice mail. You can choose not to set it up, of course, but then you've got nobody to blame but yourself.

I think if a person is waiting for a call that is important to him he should at least inform me of that and go ahead and respond and say I must take this call or say we might get interrupted by a phone call.But coming out of the blue is a little annoying.
