That's kind of an asinine example but if a medical or law enforcement professional is on call then I could see why this would be a liability.
I somewhat agree but OMG how did we ever get by before we had cell phones?

For my next insane project, I shall build a cellphone jammer.
After that, I'll build a nuclear reactor to power it and shut down the entire UK cellphone network as part of an experiment to see if people can live without cellphones.
</wishful thinking>

No it isn't. Some of the stuff being blocked could be far more important than the movie or lecture or council meeting. If a friend or relative is dying, a blocked cellphone call might mean you miss your last chance to speak to them.
If it's that important then try hiring someone else to sit outside the theatre/meeting room to answer the phone.

Even better: hire someone who goes to work, to meetings, to theatres or has sex with your lady so you can sit by your phone and wait...

I hear the cold war could have been avoided if we had mobile phones.

yeah, but if we'd had internet forums back then none of us would be posting here now.

Same way we got on before radio, hospitals or the internal combustion engine: not as well as today.

The difference is that, unlike radios, hospitals, and combustion chamber engines, cellular telephones are annoying.
Well, hospitals are annoying, sort of.

I hate hospitals, they smell ... uncomfortable
And cell phones aren't annoying, they just allow the already annoying people to shine

Do you mind if I use that line as my signature somewhere? Or, maybe, you could get that published as a bumpersticker.
