if i am wearing two items of constant effect both 20 pts, will they add to eachother and make constant effect of 40 pts?

You have to get the +4 Magic Dragon artifact to get multipliers for Constant Effect enchantments. To raise the multiplier, get different pieces of the Necromancer's Set and wear them while fighting a Guar Necromancer. Turn on subtitles and wait for "Grrr... Blood... Grrr..." to come up, then hit it with the Staff of Hasedoki.

Yes, but only a +7 bow upgrade with a Half-Orc would be useful when fighting the Guar Necromancer, because it stops all projectiles except those that come from that particular upgrade and race combination by raising its claw. Once one of the arrows from that hits, you can do the Ceremony of Flowers and then get your shot with the Staff of Hasedoki without much trouble.
Alternatively, I've found, you can initiate dialogue with it and try to make a gentleman's agreement to not use magic or weapons. It will be extremely diffucult to land a hit, but you'll get the window for the enchantment multiplier <B>exactly</B> when you place the hit, instead of the usual two-hour run-around while sprinkling Gold Kanet flowers (damn, that can be so annoying).

They're being sarcastic... even though it is a good question. Yeah, they add to each other. CE 20% chameleon plus another ce 20% chameleon will give you a grand total of CE 40% Chameleion ^.^
