Okay guys i been getting few PMs on CE. So i will post my details in this thread and hopefully you will understand it.
Having high Intelligence and Enchant Skill will improving your success on your own enchanting unless you want to waste HUGE amount of golds. [SPOILER]Tips: get fortify potions to boost your Intelligence up to 1000-2000. Also boosting your Luck will help too.[/SPOILER]
Now let work on the magicka properties, let say you want one of the school of magic to be CE (Constant Effects) on a item. If you maximize that skill for example: Destruction it will be much cheaper to add them on the item(s).
Here a formula on skills...
[SPOILER]When adding CE:if your Destruction Skill is 5 then it will be divided by percentage, otherwise you wont get much powers added on the items. Now it the Destruction Skill is 100, then you will get a whoppin' bonus and alotta extra magicka powers as well. Possible there a modifier on this due to Willpower as well.[/SPOILER]
Note to have CE items you will need Grand or Azura's Star Soul Gem and trapped Golden Saint or 400 points of creature Enchanting Value.

Here another way to boost your Enchanting Skill after it get 49+ from trainers unless you can find and deal with Qorwynn. Goto Tel Branora and buy 100+ petty and lesser soul gems then go out find critters and start collecting souls. Once you find a ring or a item that have magic, use it often then recharge them. Keep doing this and going back buy more soul gems then your Enchanting Skill will go up fast before you know it. Prob be best if you can find a good ring/ammy to enchant for soul trap, so everytime it wear down the charges use the soul gems to charge it back up.
