Okay - but what is the objective here? If the test is being incompatible with Anna and getting extra ammo from Carter, then it is okay to shoot and kill NSF in the squatters camp. It is also okay to shoot and kill NSF in Hell's kitchen - in the 'Ton, or during the shootout in the park. As far as I can tell, only what happens in Castle Clinton and the subway station matter. I've played games where the fights in the squatters camp and the park were triggered and resolved - bodies all over the place before I was aware that there was fight.
