Basically, yes. People (the audience) want to connect to people, to characters, so you can't have it just be some overarching story of the whole society, you have to focus in on a individuals and families.
Aw, come on. New series are allowed new characters. O'Brien and Worf certainly weren't the heart and soul of Deep Space Nine. I'm trying hard not to sound like a whiny geek here (lol too late!) but I don't want to see Galactica's gritty realism spoiled by a Star Wars-esque "One family decides the fate of the universe!" nonsense. A miraculous coincidence where Grandma-or-Grandpa-Adama and Olmos-Adama are, at separate points, responsible for the fate of humanity would be a bit hard to swallow.

Probably has to do with Adama being an established war hero and über-Viper pilot.
if it's going to be set 50 years before the current series I imagine it will be morel like Adama being a fetus and his father being a civil liberties lawyer as the series previously established he was. Possibly some sort of LOL IRONY as Adama takes on the first equal rights for Cylons cases before the first Cylon war will be due as well.

Another winner from sci-fi.

Based on what little I've read about this supposed spin-off, I can't think of a single reason why it won't tank harder than Joanie Loves Chachi.

I thought you just meant why does the new series have to focus on one family in general, rather than why does it have to focus on specifically the Adama family. Since I now see what you're saying. I'm not sure if I'd want all new characters. Maybe it would be okay, and then just have the Adama's come in the picture as cameos or small roles or something.

Dont be so sure, theres plenty of examples which prove that "spin-off" shows do work, albeit rarely.
Buffy >> Angel
SG1 >> Atlantis
Casualty >> Holby Street
Erm...
Yeah, so spin-offs do work; however the main thing about those three i just mentioned is that they lifted themselves off the back of their main shows. This BSG spinoff, being set in the past could falter because it is effectively a standalone as they cant do crossovers etc.
Or maybe i'm still drunk.

I can think of more spin-off series than just those that have worked out, but a good many more that haven't. Caprica, as presented, lacks familiar BSG characters; it lacks the intensity of a desperate survival situation; it lacks the action of ongoing combat against the Cylons; it lacks the drama of a species on the verge of extinction trying to survive in an untenable situation. From what I can see, it's the story of the day-to-day lives of a couple of presumably high-profile Caprican families, and I really don't understand how that adds up to more than Dallas set on another planet.
It's pretty early in the game to be pronouncing doom and gloom on a show that's still years away from existing, if it even gets that far. I just bristle when someone starts talking about fucking with one of the very few shows I actually watch.

Battlestar Galactica? Wasn't that just a Star Wars ripoff?

That being said, I don't consider Atlantis a success. Instead of the fresh start they were obviously shooting for, it seems to have inherited all the jaded "been there done that" burnout of its parent show, with less likeable characters.
