I think something might be wrong with my save file- I have a Maintain rating of 4 I believe, yet I can't use the maintenance tool on my weapons- not the pistol, not the shotgun, not the laser gun. How can I possibly fix this?

Are you sure that 4 isn't just the gun's condition? You'd know for sure if you upgraded Maintenance skill...
