Can't join Freedom. Broken initiation quest? - by Rogue Keeper

Well, after finishing Bioshock and some other stuff I got back to my second run of Stalker I have abandoned right before my first visit to Military Warehouses. Unlike last time when I joined Duty, I wanted to try my luck with Freedom. I talked to Lukas and informed him about squad of Dutyers in small settlement near the Freedom base. He sugested I talk to Max and together with few other guys attack the Duty outpost.
So it happened. We have smashed those responsibility pansies to the ground, I was providing cover fire with grenade launcher from safe distance while the others were doing the dirty face-to-face cleanup work (I play on Veteran). But uh-oh. Suddenly all the fire stopped, and it really looked like all the Dutyers were dead. Only two of my fellow Freedom warriors survived this and both were crouched, waiting for more enemies, but there were none left! I have carefully examined all three buildings in the settlement, ensured myself all the enemy bodies on the ground are really dead, even investigated surrondings just in case some Dutyer just vanished with full pants, but found no hostile Dutyer.
And the quest remained practically unfinished. What the hell?
I have left the area to Rostok and got back in a game day later in hope it would magically fix itself, but nothing happened. Interesting thing happened though. More Freedomers have come to the settlement, all are in crouched shooting position awaiting more hostiles to shoot at.
So the game assumes the quest is still not finished and I can't report to Lukas. But there are no Dutyers left to kill!
Have I botched something? Because I have no older solid save, I can't get back to any. :(
Oh, and the version is 1.0003.

Firstly, you can't join Duty without a mod. Probably you thought that you joined them because they became friendly to you (green). But friendship and membership are quite different things. You're a member only when you see your status changed from 'alone' (don't know how it's in the english ver.) to name of a fraction in your PDA. When you're a member - 1) weapon's and equipment's cost lessens 2) attitude of some other fractions changes. F.e. bandits are neutral to freedomers.
Secondly, you can join Freedom ONLY thanks to oversight of the devs. They deliberately removed the possibility to join fractions in the retail game. As far as I remember to join Freedom you need to finish some quests on the map BEFORE you talk to Lukash.

Of course, you're right with Duty, I didn't really join them, but as first time I did jobs for them and helped the squad to attack the Freedom base, I pretended like I am a proper "Dutyer" (including wearing their armors).
And, um, what quests I'm supposed to accomplish on the map before talking to Lukas? For who?

AFAIR, to kill bloodsuckers in the village and help with defending Army Warehouse - Red Forest border. Anyway, I'm sure a precise algorithm is described somewhere on the official forums. Beware that after joining Freedom, all Dutyers become enemies.

Dutyers become enemies, even in Rostok ? Now that would be baaaad.

Not only Dutyers. The scientists will also become enemies if one joins Freedom. So I heard.

Try again - Max needs to survive the encounter.
The military warehouse Duty squad are on a different faction check than the ones in Rostok- so the bar faction remains neutral even after completing the Freedom mission.Jump ahead of Max and crew .. frag the shed where Skull hangs out and shoot them down as they run in panic:ebil:
[spoiler]Max will slowly walk into the Duty shed, stroll around the campfire and THEN report back to Luk - thus completing that portion of the mission. [/spoiler]
