I am looking for the dragon to get an egg and i know where it is. But I don't have any levitate scrolls and I don't know how to cast levitate. Can someone help me out here?

To cast Levitate you need Mega Spacium Movis, the first two are given to you by the snake woman when she teaches you the portal spell (or found beorehand) and I believe you can buy the Movis rune from Shaney's mother (the equipment shop). It's a fifth levels spell, so you'll need your casting at 50+. Off the top of my head, I can't remember the location of any levitate scrolls, though

Movis can only be bought from the twin traders in dungeon level 5. It's an object that's nowhere else to be found.
Levitation scrolls (from the top of my mind):
- spider pit in dungeon level 3, nearby the goblin kingdom
- dungeon level 4: locked chest of the cultists
- dungeon level 5: twin traders
- dungeon level 6: snake outpost, library
There's definitely more places with levitation scrolls around but I can't recall them at the moment.

How do you get to that dragon? Do you just levitate between the stairs once you've got to that section at the back of Greu's cave? Do you have to do the quest first?

The only requirement is that you must be able to cast levitate. Even though getting one of the dragon's eggs is part of the main story, you can go there any time you want.

What's the best spot to levitate from? All that happens when I have a go is that I levitate over to other set of stairs but I never have enough height to make it onto solid ground on the other side. Either I go back or fall to my death.

Store a levitation spell for quick casting, then climb as high as you can up the slope. Then jump up into the air and release your stored levitation at the apex of your jump.

Okay I got up the first stairs and shot the stalagtite and it fell. I levitate to it, but can not get any farther. I am not high enough to get to any of the other caves. I even tried the jump and activate levitate on the apex of my jump. I still can not make it. Whats the secret? Help anyone?
