I've read this thread with interest as I have also had the exact same problem.
I can confirm that from my laptop using Orange Inventel I cannot connect to my FTP server. I could up until about a year ago. I could however connect using my 3g mobile tethered (on orange as well).
I have never found a solution, I thought Al_B was getting close though!
Did you find a solution in the end?

yep got the same problem and have currently based it down to either Orange themselves (ISP) or the Siemens Gigaset (Router)
can upload to other websites via cuteftp but not all of them and get a timeout response on the ones that will not upload.
I was concerned it was a TCP/IP problem but I have since used the same computer on a different ISP and router and logged in without a problem.
Its not a windows 7 problem either - i am using XP SP2 !
