You haven't said if you've tried Airdroid or Wifi File Transfer (the one by SmarterDroid)? Both allow you to navigate directly to your sdcard from a PC on the same Wifi network and download photos in bulk directly into a zip file or as individual files. You don't need to upload the files via a third party (e.g. dropbox) that way and it should be fast enough for all practical purposes.
If you use Wifi File Transfer then note it doesn't have a password enabled by default so it's best to set that up first or only use it on networks where you trust others on the same network.

Have you tried using different file explorer programs?
And are you sure this isn't just a hidden folder on Windows?

I was going to post that I don't have a router & my PC isn't on a wifi network, just plugged into a jack, so I could never do that. But then google let me know that a PC can create a virtual wifi router by itself (and ad hoc wifi network), which I didn't know. So I did that. It's pretty convenient actually.
I have the files transferring now. It's still like 2GB of stuff -- it blanks the screen for about a minute before everything comes up on the PC end, and is crash prone, and still much slower than over a USB cable -- but once everything is up it's ok, and at least they're transferring now, and I'm sure it will be better for smaller batches from now on. Edit: And you have to keep the screen on the whole time. If it goes down the transfer stops... =L
To answer your questions SubjEff, I did try other file explorers and not a hidden folder because I always have them showing by default. I think it's the problem diagnosed earlier, something about permissions & a borked media program that wants to do synching or some Apple-level crap.
Edit2: Worth noting that I also rigged my camera to send photos to another folder that does show up, so hopefully it's a moot issue after this anyway.
