I'll set up a demo with all of the the textures used. The ornamental one I'm certain was intended as ceiling tiles not flooring. I'm sure I saw it that way in T1/G ... What is "THC"?

Really? Where? I just did a quick scan of the texture palette and I can see that it is used, but I haven't been able to find it.
Edit: The one in The Haunted Cathedral is the other texture, KDEC2 in KEEPER. The one I did was KDEC2 in NEWKEEP. LOL. The partition in Training is KDEC2 from NEWKEEP, while the ceiling in Training is DEC01 from RESCORE. Sheesh. 
So. the one I did is used on the partition above with the gate.

Yet, since they're both the same texture, they'll probably both be replaced with that same image you've made, so it doesn't really matter which is which?
Edit: Except that those wooden panels at the start of the training are actually WGRAIN02 from Rescore, which is a completely different colour than the Keeper variant.

http://i48.tinypic.com/3cbq.jpgThe pattern on the dark tiles is too distinct, making it very easy to see the repeats.  That pattern isn't there on the gaussian-blurred version, though, so that makes it clearly the better version.
Also, it somehow looks flat, like the tiles are just painted onto a flat surface.  Which, of course, they are.  Not sure if there's any way to give it a little more illusion of depth.
Edit 2: Neither KWGrain2 nor KWGrainA are used 
anywhere in any of the T1 OMs.

Just to see what was going on, I took the KDEC2 from T1 KEEPER and the KDEC2 from T1 NEWKEEP and put one as a difference layer over the other and they are, as you said, identical. I then took them and compared them the same way with the KDEC2 from T2 NEWKEEP, and they are not identical, close, but not the same.
Similarly DEC01 from T2 RESCOR_1 is not the same as DEC01 from T1 RESCORE. Again, they are close, but definitely different.
The question is what should the KDEC2s be like? Do you want more depth in the pattern? I can bring that up a bit more.
As to the blue/orange clay tiles, I can texture that a bit more too if need be. What is wanted?

No. I already got rid of what was talked about before by doing the Gaussian blurring. I want to know what he is yammering on about now. What needs to be done to make that tile acceptable?

He's talking about the older version of the texture that I used to take my screenshot, which still has that issue.
