Well, I installed coolbits, but I have yet to figure out how to get it to do anything. The site had simple directions for extracting it, and I assume installing, but when I right-clicked the desktop, as instructed, I found the Nvidia control panel but no sign of coolbits, or how to get the refresh rate forced.

As long as Coolbits installed properly (it gave you a prompt to write the registry), then you should find it buried somewhere in the Nvidia control panel. I remember it wasn't particularly easy to find, but it's been so long since I last messed with it I can't tell you exactly where to go.

This was interesting.
And by interesting I don't mean Gee they just discovered another species of monkey, interesting as in, Gee my computer restarted and I got the same message, 'Cannot Display This Video Mode', on my screen at startup. Luckily I am not 100% inept with computers (only about 90%) so at least i was able to figure out using Safe Mode and uninstalling the video card so that I could at least start over.
I used the RefreshLock link, but when i tried to download it, the page it went to said there was no file. I found a different link for RefreshForce, so I got that one set up but apparently I didn't do something right, as I lost my display completely. Also, rather interestingly (the monkey kind this time) Total Overdose didn't start, so I got to sent Microsoft an error report.
So I am back where I started, and I think I'll just give it a miss, perhaps try to install the game on the wife's laptop. It worked on the other game I had this issue with.

If the game doesn't let you set the refresh rate via an editable .ini file or something similar, locking the refresh rate is your best bet.

Success!
I had tried RefreshForce a few times already, with no result - the .exe would fail, and if I left it, I'd get the black screen. However, I finally got the idea to use a lower resolution, and a lower refresh rate, and it worked.
