For some reason I cannot access most plants anymore. I noticed one swamp flower (Draggle Tail) that works but nothing else.
Now I thought this might be related to one of the 20+ mods I had installed so I uninstalled all of them but the problem remains.
Is this a known problem?
EDIT:
I tried using a clean DataFiles folder (I had made a copy after installing MW, BM & TB).
I also tried several older save games. To no avail.

Tried with a new game and it worked. With and without mods.
Okay so it seems my savegames have been corrupted.
But then I tried save games that were so old, they should have worked. Especially when I tried them without mods.
EDIT: It seems that plants that are far enough from where I start my savegame aren't affected. I'm able to accept this for now but if anyone has an idea on what might have caused this and how to fix it, please tell me.

Are you using a mod or more than one mod that affects the plants in the game? Activate all your mods and then show the .ini file. Maybe we can determine if there's a conflict of some type.

And yes, I think some of the mods are affecting plants. Like the Morrowind Necessities mod.
What happens now is this: All plants outside of Balmora work. Inside Balmora only the Draggle Tail works so far.

If the problem is mod related the .ini is really not much use since you and not the mod’s author alter its content, but a mod list would be. I only scanned the 800+ lines that you linked and only found references to the three master files that you are loading–no mods.
I have not run Necessities of Morrowind, but I seem to recall a discussion of it or some other such mod that alters the plant containers so that they can only be accessed once each month (or some other specified duration) between spawns. Is it possible that these are plants that you have already pillaged and have been temporarily replaced with a static model? If you are construction set savy, you could examine the mod in the editor and see if it has the behavior I described. If you have more than one mod that might affect plant containers (e.g., herbalism mods), you may be experiencing the results of a conflict between them. Using a utility like (
http://www.sovanto.com/morrowind/tespcd.htm) TESPCD (Plugin Conflict Detector) might reveal possible conflicts.

I tried looting plants that work (to see if it's a monthly limit) but they were still accessible (also after save-reload).
I use the (

I'm increasingly convinced that this bug might be a feature...not sure, but it might be.
I decided to just play some despite the problem and noticed that I found everywhere plants that work as well as plants that don't.
I don't know which mod is responsible for this or how it works exactly.
Anyway, I decided to stop worrying and just play. :)
In case this really is a feature of some mod, I would like to thank everyone who read this and please accept my apologies.

Well it turned out it wasn't a feature. Most of the flowers never worked.
Fortunately I found an old savegame (the oldest one I had) that had flowers working, even with all new mods installed. I'm using that now.
