I want to get rid of my bounty. im a master in the fighters guild, and have a 8000 somthing bounty, and want to get rid of it.I've already killed the Theives guild bosses. Guards want to kill me, so i cant talk to them to get rid of my bounty.
Help me out if you can. The last thing i want to do is start over.

I don't think that you can. You can always try talking to Sugar-Lips in the Balmora Corner Club and see. Even if you could, you can't complete all of the quests for it. You can always use the console, if you aren't adverse to a bit of cheating.
For what it's worth, you can become the leader of the Fighters' Guild without killing the Thieves' Guild leaders - talk to Percius Mercius once you are given those orders and do what he says instead! :)

many thanks to you, I thought I was in a hole i couldnt climb out of. ( I had already saved after i had killed the leaders, but i had an autosave , am i glad i had that, wheww)
but.... to add, were is Percius Mercius?

You've probably already found him, but just in case, he's in the Ald'Ruhn Fighters Guild.
