I was going to reinstall and play all the quests through without cheating, as the temptation is always there... :(

But if there was a way to disable cheats, there would also have to be a way to re-enable them. And since Talgor hit it right on the head, it doesn't sound like a Disable Cheat function would help you much.
You could always just pry the tilde key off your keyboard.
Or... ya know... "not press it."
